IB can initiate modifications of member information for their own inst through the Admin page, effective after approval by the IB Chair.
Users can provide a new login email when changing insts, and will use the new email to log in after obtaining approval.
When initiating a Foot Note request, the join/exit author time can now be modified.
The Profile page now shows in the JUNO card whether the user has passed the duty safety test.
Optimizations:
Fixed a bug where modifying a Foot Note could result in duplicate insts.
